Collaborates as an of counsel with Pragma since November 2023.
He has extensive experience in public law, especially constitutional law and administrative law, having worked in all sovereign bodies, in different capacities.

It was responsible, in particular, for the authorship and assessment of legislative projects, monitoring the progress of the parliamentary legislative process, analyzing diplomas for the purposes of promulgation and veto, making requests for inspection of constitutionality, assessing citizens’ complaints against Public Administration and the preparation of draft rulings of the Constitutional Court, in abstract and concrete inspection of constitutionality.
In the scope of administrative law and the functioning of Public Administration, in addition to advising members of the Government, he was ministerial responsible for administrative simplification and modernization.

University lecturer since 1990 (special focus on Constitutional Law), with several publications and public interventions on matters of Constitutional Law, Administrative Law and Tax Law.

He sporadically collaborated with several lawyers in preparing constitutionality appeals before the Constitutional Court and is an arbitrator at CAAD.

Furthermore, since 1991, he has been a tax investigation lawyer at the Tax Authority’s Center for Fiscal Studies: in these roles he has, in particular, experience in community litigation, representing Portugal at the Court of Justice of the European Union.

  • Graduated in Law (Legal-Political Sciences), from the Faculty of Law of the University of Coimbra, in 1988.
  • Master in Law (Legal-Political Sciences), from the Faculty of Law of the University of Coimbra, with the dissertation entitled “The Principle of Judge Reservation in the face of Public Administration in Portuguese Constitutional Jurisprudence”, in 1995.
  • National Deputy Ombudsman (2017-2022).
  • Secretary of State for Administrative Modernization – XIX Constitutional Government
    (2013-2015).
  • Legal Advisor to the President of the Republic (2006-2008), to the Presidents of the Assembly of the Republic (2002-2005 and 2011-2013), to the President of the Constitutional Court (1998-2002), to the Representative of the Republic for the Autonomous Region of Madeira ( 2011), the Office of the Judges of the Constitutional Court (1990-1991) and the Ministers of the Sea (1993-1995) and Justice (1988-1990).
  • Vice-President of the political party Movimento Esperança Portugal – MEP (2008-2011).
  • He is a lawyer at the Tax Authority’s Center for Fiscal Studies (CEF).
  • He has been an Arbitrator (administrative arbitration) at CAAD — Centro de Arbitragem Administrativa, since 2016.
  • He is a member of the Portuguese Association of Constitutional Law, the Scientific Society of the Portuguese Catholic University, the Consultative Committee of the Observatory of Fees and Contributions of CEDIPRE (Center for Public Law and Regulation Studies – Faculty of Law of the University of Coimbra) and the Secretariat Editorial of the “Portuguese Yearbook of Constitutional Law”.
  • Representative of the Ombudsman at the National Commission for the Promotion of the Rights and Protection of Children and Young People (2018-2022).
  • Representative of the Ombudsman in the working group at the Ministry of Education to prepare the Human Rights Framework for the Citizenship course (2019-2020).
  • President of the Higher Statistics Council (2013-2015), as a member of the Government with responsibility for the National Statistics Institute – INE.
  • Founder, executive coordinator of the Editorial Board and Director of the magazine “Jurisprudência Constitucional” (2004-2011).
  • Trainer (Fundamental Rights) of training courses for inspectors of the Foreigners and Borders Service – SEF (2004-2005).
  • Founder and member of the Board of the Association of Assessors of the Constitutional Court – AATRIC (2003-2009).
  • Substitute member of the Commission for Access to Administrative Documents – CADA (2003-2005).
  • Member of the jury for oral exams in Competitions for Judicial Magistrates and the Public Prosecutor’s Office at the Center for Judicial Studies – CEJ (2002 and 2003).
  • Trainer (Fundamental Rights) of training courses for senior technicians of the Information and Security Service – SIS (2001 and 2002).
  • Representative of the Ministry of Finance in the interministerial working group, coordinated by INE, on statistical secrecy (1997).
